Richard Shinnick
Subject Matter Expert
Richard joined JRD in 2010 and brings Subject Matter Expertise in the areas of organizational realignment, support, staff development, planning, and policy formulation to JRD. He has provided direct support to the Assistant Secretary of IP as a Senior Advisor. Aside from his advising duties, Richard is assisting in the implementation of JRD’s IP Workforce Analysis recommendations.
With over 30 years of experience in the Department of State, Richard has held numerous senior leadership positions, including Senior Advisor to the Under Secretary for Public Diplomacy, Director of the Bureau of Overseas Building Operations, Senior Advisor for the Under Secretary for Management, Executive Assistant to the Under Secretary for Management, Executive Director of Secretariat Staff, Executive Director of the Bureau of Near Eastern Affairs, Consul General at Milan, and various other global leadership positions. He was also designated as a Subject Matter Expert in Management by the Foreign Services Institute.
Richard has been formally recognized for his outstanding service and has received the Distinguished and Meritorious Presidential Management Awards. In addition, he received the State Department’s most prestigious award for exemplary staff development (Arnold L. Raphel Memorial) and two Distinguished Honor Awards from successive Secretaries of State. Richard is also a member of the Foreign Service Grievance Board appointed by Secretary of State Hillary Clinton and is a designated Adjunct Instructor/Lecturer at the Foreign Affairs Institute’s School for Leadership and Management.
