Carmen, who joined JRD in 2009, is a specialist in operations and business practices assessment, management and performance assessment, business risk assessment and mitigation, and business processes improvement.
With over eighteen years of public sector experience in a variety of local and federal government areas, and seven years of audit experience in internal banking operations, Carmen is a Management Consulting professional. Prior to joining JRD, she worked in the Office of Strategic Business Management for Miami-Dade County where she reviewed departmental operations and business practices to identify and implement solutions to address significant business issues, mitigate business risks, and reduce waste. She has participated in various JRD projects including the U.S. Citizenship and Immigration Services Customer Satisfaction Survey and the Manpower Survey for U.S. SOUTHCOM.
Carmen has a Bachelor of Science Degree in Business Administration from the University of North Carolina.
